When a young Amish boy named Samuel Lapp (Lukas Haas) travels with his widowed mother Rachel (Kelly McGillis) to visit family, he witnesses a murder in the men's room at the Philadelphia train station.
John Book (Harrison Ford), the homicide detective who investigates, finds out Samuel discovered the body and has him come down to the police station to identify potential suspects. While there, Samuel sees a photo of the murderer, but not in a mug book. Book hides Rachel and Samuel at his sister's house, but when the murderer goes after Book and shoots him, Book realizes there's mass corruption within the police force. Fearing Samuel and Rachel are in danger, he takes them back to Amish country, where he hides out in order to protect them until he can figure out what to do.
