A new graduate of the National School of Administration, Arthur Vlaminck lands a position at the Ministry of Foreign Affairs, located at the Quai d'Orsay in Paris. His function: to write speeches for Minister Alexandre Taillard de Vorms, a volatile, hyperactive man who’s a cross between genius and buffoon. As he tries to adapt to his new environment, Arthur attacks his new job with diligence and enthusiasm. Although the minister’s long-suffering chief of staff encourages Arthur, the minister routinely throws Arthur’s work in the garbage after barely glancing at it. Unable to make sense of the meaningless gibberish that comes from the minister’s mouth, Arthur considers quitting.
