Utah (Jack Kilmer) and Opal (Alice Englert) are junkies living on the streets of Ohio until a seemingly chance encounter with a mysterious man brings them to Los Angeles for treatment. As Utah finds sobriety, he soon learns that the rehab center is not about helping people -- it's merely a cover for a multi-billion dollar fraud operation that enlists addicts to recruit other addicts.
