When a deadly tsunami is expected to wipe out the world, U.S. President Cal Bradford (James Marsden) and his team build an underground city to hold 25,000 of the most elite people in the world and their loved ones. His trusted Secret Service agent Xavier Collins (Sterling K. Brown) and his family are on the list to survive.

But when Xavier's wife Teri goes out of town too close to when the crisis is predicted to happen, she's in Atlanta as everyone is boarding planes to get underground. Xavier holds Cal responsible, but when Cal is murdered, he has to find out who's behind it.

In Season 2, Xavier flies a plane out of the bunker to search for Teri, but the plane crashes. He's taken in by Annie (Shailene Woodley), a pregnant woman who's been hiding in Graceland. While he struggles to survive, back in Paradise, the social fabric frays as Cal's son is arrested for starting a revolution and Sinatra (Julianne Nicholson) recuperates from the bullet she was hit with at the hands of Agent Jane Driscoll (Nicole Brydon Bloom), who claims to have done it to save her life. The father of Annie's baby heads to Colorado with his gang of survivors to kill someone named Alex in the underground bunker.
